Topic: Deployment of Smart Meters – South European Experience

Abstract: During this panel several presentations will be held, conducted by experts from electricity distribution utilities from South European countries. Current situation and reached levels in smart meters deployment in local and national electricity distribution networks will be presented. Motives for introduction of smart metering systems, some peculiarities and experiences in their development and operation will be described, too. In South Europe, the major reason for smart meters deployment and development of systems for their remote reading is electricity theft, which leads to unecceptable level of commercial and non-technical power losses. Hence, the primary goal of smart metering introduction and operation is to reduce them. However, the panel’s participants will be informed also about plans for future development and use of these systems in grids with distributed generation, for demand load management, characteristic load charts recording and aggregation, load forecast methodologies improvement, optimal network planning etc.

Biography: VelimirStrugar was born 24.02.1970. in Titograd (Podgorica), Montenegro. He completed elementary school, college and basic studies of Power of electricity in Podgorica Montenegro. After became graduated engineer of power, first experience he acquired as researcher on Faculty for electrical engineering in Podgorica. Two years after, he moved in Montenegrin electric enterprise, in Power transmission unit. Field of Protection relays was major occupation during next six years. Since 2001, goes into distribution and began to deal with measurement of electricity. Since 2007 till today, in important managerial position in EPCG, he started with preparation activities of the modernization and improvement of metering system in distribution of electricity in Montenegro.
In parallel with corporative activities, he is very active as researcher in field of power quality. He successfully defended Master Thesis ”Determination of the power quality in real distribution system’’ at November 2005 on Faculty of Technical Sciences in University of Novi Sad, Serbia,and thus gained the academic title of Master of Engineering in Electrical Engineering and Computer Science. He has published 15 scientific papers in several international conferences.
On the International Council session of CIRED, was held in Vienna, May 2007, Montenegro’s membership in this organization has been verified. Also, his mandate of the President of the CIRED Committee of Montenegro has been verified. Currently, he is member of the C4 CIGRE Committee of Serbia.
